URGENT REQUEST FOR UK INDUSTRY TO BID FOR UP TO £1BN OF DIGITAL DEFENCE TECHNOLOGY PROJECTS WITH PHILIPPINES MILITARY – DEADLINE 25 MAR 24
An opportunity has arisen with the Armed Forces of the Philippines for a range of cyber systems for UK Industry.
The Philippines: Modernisation Programme Background
The Armed Forces of the Philippines have been progressing through a Modernisation Programme, which will see their military diversify their supply chains and upgrade their equipment. The Modernisation Programme has been divided into three ‘Horizons’. The first was implemented from 2013 to 2017, the second was from 2018 to 2022, while the third was originally from 2023 to 2028.
In January 2024, Philippine Defence Secretary Teodoro announces a revised military modernisation plan called “Re-Horizon 3”, extending the 5-year programme for an additional 5-years (ending 2033), with an estimated budget of $35 billion (USA Dollar). The priorities of this modernisation Horizon are going to be Cyber, Electronic Warfare, C4ISTR and a strengthening of both Air and Naval capabilities.
The Opportunity
Last week, the Defence Attaché was invited to a briefing on the Cyber Systems opportunities under Re-Horizon 3, which has a budget of roughly £1 billion (UK Pound). At that meeting, they presented our DA with a list of the 12 projects that fall under the Cyber Systems category. The list outlines a very broad title for each of the projects which will have a Technical Working Group responsible for each. Unfortunately, this is all the information we have at this time.
They have asked the UK Government to help in identifying companies that can supply equipment under each of these projects.

These details will then be passed onto the Armed Forces of the Philippines Modernisation Office for consideration. In time they may reach out to the person listed as the Point of Contact on the form. Though, no timeline has been provided on when they intend to progress these projects.
